About me

Economist with a master's degree in economics. Currently vice president of Evaluation and Implementation of Policies and Programs at the National Consulting Center. He has more than 10 years of experience as a manager of social projects under a results management approach. Management of public policy evaluation models (operations, results and impact), forecasting and construction of indexes. Experience in the development and monitoring of indexes and public policy monitoring. Experience in the design, planning and implementation of omnichannel projects. With experience in data analysis, econometric models and management of econometric programs. Additionally, I have led large-scale logistics projects such as the application of the Saber 11A, Saber 11B, Saber TyT and Pro tests; and international tests such as PISA, ICCS, SESS.

Main responsibilities: Lead the team of project directors, project professionals and assistants of the vice presidency and plan the activities of the vice presidency; report on the commercial management and progress of the vice presidency's projects; Actively involve in the design and development of the CNC's commercial strategies; Carry out commercial activities to build loyalty and strengthen commercial relationships with clients and to obtain new clients; Meet the contribution and sustainability goals established for the vice presidency; Collaborate in the preparation of budgets and give approval; Analyze the financial expenses of the projects and implement improvements; Select contractors considering the quality, experience and costs appropriate for the CNC; Comply with and enforce both the safety and health at work protocols given by the CNC, as well as the use of Personal Protective Equipment (PPE) when applicable.


I have participated in evaluations of different public policies such as Mi Casa Ya, Free Housing, Computers for Education, Employment Route, Comprehensive Neighborhood Improvement Program, among others.

• Research assistant for the project “Evaluation of the Impact of the ACCES Program on admission to higher education”.


Main responsibilities: Using population information from students who took the SABER 11 test in Colombia and from SPADIES; and using econometric methods, the impact of the ACCES Program on admission to higher education was estimated.


• Research assistant for the project “Evaluation of the Impact and Sustainability of the Computers for Education Program”.


Main responsibilities: Using population information from students in public schools in Colombia, from Resolution 166, from Sisben, ICFES and SPADIES; and using econometric methods, the impact of the Computers for Education Program on dropout, academic achievement and admission to higher education was estimated.


• Researcher of the project “quantifying the main transformations that are anticipated in the country's higher education and concomitantly, the estimates on investments and corresponding costs per year that the HEIs will demand during the period 2011-2020, to achieve the goals foreseen in quality, coverage and relevance of higher education”.


Main responsibilities: Coordinate the research group to make projections of higher education students for each of the areas of knowledge of each Colombian HEI for the period 2010-2020 and with this information, projections of professors and physical infrastructure for different scenarios were made, to finally estimate the investments and financing that the higher education system requires to achieve the goals of quality, coverage and relevance of the Ministry of National Education.


• Research assistant of the SPADIES Project.


Main responsibilities: With the information available in the SPADIES database, which contains information for each of the higher education students in Colombia, estimates were made to determine the risk factors for dropping out of higher education.

• Principal investigator for the area of ​​peacebuilding and post-conflict in the project “Assessment of Productive Projects of the Demobilized Population”.


Main responsibilities: With a survey of 1,500 demobilized individuals, which includes socioeconomic characteristics of these individuals during three periods of time (before joining the armed group, during their stay in the group and after demobilization) the average duration of productive projects of the demobilized population was identified, determining the causes of their failure.
