CNC studies show satisfaction of victims with the JEP Investigation and Accusation Unit

Two recent studies by the Centro Nacional de Consultoría concluded that the victims of the armed conflict are highly satisfied with the communication and activities carried out by the JEP's Investigation and Accusation Unit. In one of the investigations, 86% of those interviewed said they agreed that the Unit "has facilitated effective communication with the victims, their representatives and organizations, in relation to the system of truth, justice and non-repetition." Likewise, 74% of those consulted stated that they were satisfied with the training sessions (GAOV-Victim Orientation Attention Group) that they had received from the Unit; 72% with the focus groups (or gender) in which they participated, and 65% with the risk prevention and self-protection workshops promoted by the entity. The works of Centro Nacional de Consultoría, entitled "Perception of the victims about the relationship processes they have had with the JEP Investigation and Accusation Unit", were carried out as follows: by telephone, to 402 victims, between June and July 2022, and in person, to six leaders of victims' organizations, between last May and June. The studies involved 288 women, 107 men and seven non-binary. One of the leaders of the victims' organizations maintained that "we know that in the Agreement (of Peace sealed between the government and the former FARC) it was established that the UIA is the small prosecutor's office of the JEP, that is the appropriate word, it is the prosecutor's office ". Another commented that “what the victims have in common is that they are victims. But a whole scaffolding of things starts from there because, well, the (gender) approach is not only based on women's issues, but it is based on everything. So, it is super important because women contribute their views, LGBTI contribute their perspective, indigenous people their perspective, men the same. And a third emphasized that it is necessary to "humanize justice more, because we have shown that impunity has shone." The main findings of the works of the Centro Nacional de Consultoría were: (i) A high level of satisfaction was evidenced with the Unit's communication, as well as with its various activities. (ii) The vast majority of participants felt recognition towards the Unit and perceived that its impact on the victims is significant. (iii) The face-to-face channel turned out to be the most used to receive information from the Unit, although among the youngest (18 to 25 years old) it turned out to be the telephone channel. (iv) The high reception of information through the face-to-face channel may be related to the high participation in the activities. It was also highlighted that more than half of the participants claimed to have received information through WhatsApp. (v) There was a high participation of women compared to men. (vi) Victims who have had contact with the UIA are highly familiar with various aspects of the entity and its activities, except in the case of attention to requests for protection measures and risk analysis. (vii) Most of the participants stated that they had participated in conferences, sensitizations or workshops with the Unit, being those of the route and sensitization for the presentation of reports of the victims before the JEP the ones that obtained the greatest participation. (viii) The days of socialization of the prevention system -prevention and protection- received greater rural participation (71% of the 157 people who live in rural areas) than urban (63% of the 245 people who live in urban areas). (ix) The same thing happened with the construction of the guide for the investigation of crimes against children and adolescents in restorative justice (rural 43% of 157 vs. urban 34% of 245). (x) Participation in focus groups with victims of sexual violence received higher non-binary participation (86%) and female (66%) than male (43%).
