For over 38 years, the Centro Nacional de Consultoría (CNC) has supported the Colombian government in making data-driven decisions through various contracting methods established by law, with the firm purpose of contributing to the country's development.
In a democracy, it is legitimate to question; however, generalizing and distrusting every company that contracts with the government ignores the fact that public procurement operates under rules, controls, and traceability that allow for the verification of each process.
Throughout our history, we have provided consulting services to the National Planning Department (DNP) on impact, operational, and outcome evaluations of public policies and programs, including Ser Pilo Paga, IRACA, PAE, and Mi Casa Ya. We have also conducted radio audience measurement for over a decade, as well as rating measurements for regional and national networks. We have also participated in high-impact studies such as the SABE Aging Survey, actively participated in the logistics of the SABER Tests with ICFES (Colombian Institute for the Evaluation of Education), and measured the consumption of psychoactive substances among school and university students, among other projects of national interest. Furthermore, since 2016, we have contributed to measuring digital literacy in Colombia, in partnership with public entities such as the Ministry of Information and Communications Technologies (MinTIC).
Additionally, through contracts with the Administrative Department of the Presidency of the Republic (DAPRE) and with various administrations, we have developed measurements on the perception, satisfaction, and effectiveness of the management, strategies, and initiatives of the National Government, with the aim of understanding public opinion and providing evidence for public decision-making. This type of measurement is essential for identifying citizens' needs, evaluating management results, guiding improvements in public policies, and strengthening transparency and accountability.
The CNC reiterates that none of these contracts have interfered with or compromised the rigor of public opinion measurement. Our work is based on the scientific method, technical rigor, and professional independence, adhering to quality standards and best practices, with the duty to present results objectively and impartially.
All this information is public, verifiable, and traceable through official government procurement systems, the corresponding contractual documentation, and by comparing our latest survey with the election results. In each of the projects carried out, the Centro Nacional de Consultoría has acted in strict compliance with current regulations, observing the principles of legality, transparency, technical rigor, and institutional responsibility.
The CNC reaffirms that, regardless of the government in power, it will continue to contribute to the country its knowledge, technical capacity, and commitment to evidence, seriousness, impartiality, and rigor that have characterized its work for almost four decades.
